Every day throughout Puerto Rico, innocent dogs and cats are abandoned on our streets. They suffer from hunger, disease, injury, abuse, and neglect. Many never receive medical care. Thousands die alone, while countless volunteers and rescue organizations struggle every day with limited resources, overcrowded shelters, and overwhelming numbers of animals in need.
This crisis has continued for decades.
It is time to build a permanent solution.
Estancia Tanamá respectfully asks the People of Puerto Rico to join us in requesting that the Government of Puerto Rico designate an unused building at the former Roosevelt Roads Naval Station in Ceiba for the establishment of a Regional Animal Rescue and Veterinary Care Center.
This facility would become the first step toward creating a comprehensive regional center dedicated to protecting abandoned and neglected animals while serving the surrounding communities.
Our Vision
The proposed center will provide:
- Emergency rescue and shelter for abandoned dogs and cats.
- Safe housing while animals receive medical treatment and rehabilitation.
- Basic veterinary medical care for rescued animals.
- Urgent veterinary care for injured and abused street animals.
- Low-cost spay and neuter services to help reduce future abandonment.
- Vaccination and preventive care programs.
- Community education promoting responsible pet ownership.
- Volunteer opportunities that unite citizens around compassion and service.
- Support for municipalities and local rescue organizations throughout eastern Puerto Rico.
This is not simply about providing a building.
It is about giving Puerto Rico the opportunity to address one of its most persistent humanitarian and animal welfare challenges with compassion, responsibility, and vision.
Why Roosevelt Roads?
The former Roosevelt Roads Naval Station offers existing infrastructure that can be transformed into a center of hope instead of remaining underutilized. Its strategic location allows rapid access to communities throughout eastern Puerto Rico, including Ceiba, Fajardo, Naguabo, Luquillo, Río Grande, Humacao, Vieques, and Culebra, where rescue resources remain limited and the need is urgent.
Rather than constructing a new facility from the ground up, repurposing an existing government building represents a responsible use of public assets while creating lasting benefits for animals and the people who care for them.

- Designate an available building within the former Roosevelt Roads Naval Station in Ceiba for use.
- Establish a collaborative partnership that allows the property to serve as a Regional Animal Rescue and Basic Veterinary Care Center.
- Support the development of a facility dedicated to rescue, rehabilitation, veterinary care, spay and neuter services, disaster preparedness, and community education.
This initiative represents an investment in public health, responsible animal population management, disaster preparedness, education, tourism, and the humane values that define Puerto Rico.
